Device is flooding z-wave network with messages

I have one device (Steinel STEEIS1402SW) that is bombing my z-wave network with messages and makes the z-way-server inaccessable.
There are millions of these messages in the log:

Looks like device bug. Try to reset it, exclude and then include again

This is similar to the other two devices from same vendor. Did firmware upgrade last year (provided by the vendor) but sometimes the PIR sensors do this.
Is it possible, that my Razberry module is faulty? In the last three weeks there were "strange actions": the roller shutters are set to 100% and the same time two other devices are activated.
The avoid misunderstandings: This happens within the Z-wave network without any association between the devices and without activated rules in the controller software. I changed the controller software from Z-Way-Server to Openhab2 two days ago and yesterday it happened again (at 22:27:xx):
