Ok, I've reinstalled the entire Razberry from the factory image. As the devices were all stored in the Z-Wave board, I did not need to reinclude them.

I created a Device Association App and mistakenly configured the samed devices in the IF and THEN parts. Now the lights turn on and off quickly.
