Just an FYI, for those who run into the same issue, here is the fix from z-wave.me support.
http://IP:8083/JS/Run/zway.ZMEFreqChange(3)
Remember to update IP to the correct value. You do have to log into z-way app 1st prior to running the command.

UZB stuck in wrong region/frequency (EU)
Hi, I have a ZMEUUZB1 dongle that I upgraded from 5.27 to 5.36 (via Raspberry PI 3.1.1 Expert NW function).
