I want to use the dongle on a rPi (as you mentioned in your quote), using the C API, not the Z-Way platform (I'm not sure how far the Z-Way label applies).
Do I still need a licence in this use-case?

New install, max number of devices
I recently bought a ZME Z-Wave USB Dongle and compiled the z-way-test application.
When I try add a new device, it tells me;

Since I am on a Raspberry Pi and just playing with it, how can I add a new device?
