If Z-way app changed the state, It would have updated it's State.
Don't use IF/THEN App ! Use A Rule to make the IF/THEN decision.
Maybe consider adding the NIFFLER App, For older devices that don't respond correctly.

Nice. You are correct, Rebuilding an old build as you had before should work. Can't explain why it doesn't work. I also have issues with 3.2.3 and Pro 7 with if/then (Rules in new terms) Basic on-off works. Complex Rules get ignored. It won't switch 2 devices. Have you got some logs of when it fails ?
