Secure inclusion

on my network page, it seems to be stuck on insecure inclusion. I have trouble including any device although its obviously detected. In the job page it says it has failed.
When excluding it says it has excluded from a foreign network.
This happens with both TZ68E's and with Stella Z valves. I have tried excluding and including.
Has anyone any idea why this is happening, I don't believe this is a radio coverage problem
