UZB1 Max number of devices reached (SOLVED)

Hello!
I just start using z-wave technology with z-wave.me hardware and software.
And I have trouble adding new z-wave device then I start inclusion I see this message in browser:
Error handling data
/ZWaveAPI/Run/controller.AddNodeToNetwork(1)
And this message in log file:
[zway] Max number of devices (1) reached
I can't understand what to do now.
Please help me!

do you have UZB stick with Z-Way licence?

Yes, ZME-UZB1
The seller said that this stick is with license. But I don't know how to check is it licensed or not

The problem was in license, USB stick was sold without license.
After installing new license it worked!
