I want to know, why disable Bluetooth on Raspberry pi 3 ?
And if it's possible to reactive Bluetooth ?

I need to use Z-wave AND Bluetooth ...

This has been covered. The internal bluetooth uses the same serial port as the Razberry board. If you need bluetooth, get a USB dongle and the problem is solved.
