Slow Z-Wave network or slow Z-Way server?

I have 13 Fibaro Roller Shutter installed plus one Fibaro Double Switch. The idea is, that all blinds go down if the central button is pressed. So pretty easy in general.
Sometime it works very well. The moment I press the button all blinds go down almost instantly. But sometimes for almost a minutes nothing happens.
Is the Z-Way server for whatever reason so busy that it can't process the command instantly or does it take so long to route the signal through the mesh-network of all Z-Wave devices? Although most of my devices are flush-mounted I had expected a stable Z-Wave mesh with at least one device in each room (?).
Any ideas? What are your experiences?
