Unable to Exclude/Include Zwave Devices using Zwave.me UZB

I am seemingly unable to include devices onto my Z-wave network using my UZB.
A few notes:

The UZB is the proper one for my region, and it's properly set via Z-Way as well.

I have tried exclusion mode, always first, followed by either secure / insecure inclusion.

I've tried with both a Xubuntu PC as a host, and a Raspberry Pi 4

I've tried adding both Kwikset 910 and an August 3 Pro Lock.

The Kwikset 910 device that I'm attempting to add is less than 0.5m away from the UZB when I'm attempting to include. The August Pro 3 is further.

The UZB itself seems to be going into exclusion / inclusion mode, as evidenced by the blinking LED.

I tried with Home Assistant (built on Open ZWave) and Z-Way

Unfortunately, as this is my first Z-wave controller, I have nothing to check it against, and can't be sure of the devices either. Is there anything I can do to ensure the UZB Controller itself is working as intended?

What really confuses me is that nodes show up in my log, but nothing in my dropdown for the Z-Wave nodes.

You need to buy a license to make it work

I thought a license was only required for Z-Way, not for the controller itself - did I misunderstand this? I understand why this wouldn't be working in Z-Way, then, but why do I have the same behavior in Home Assistant?

I find this unlikely, as I first tried with Home Assistant, instead of Z-Way - but still, I thought the license was for Z-Way, does it impact the controller directly? I only opened Z-Way after failing to include devices in Home Assistant.
Also, can you clarify: I thought I did not require a license for usage of applications other than Z-Way, as described here:

I have no confidence to purchase a license right now for a device that I can't verify is working.

So ignore the Z-Way info, look at the OZW log. Ask me for any other data I can provide.

It seems like you are confusing things. The 3 node limit is only on z-way and is indeed a license needed to use the z-way software on the uzb. It is different from the problem you have with inclusion which is more likely a device/openzwave problem.

Z-Wave ensures a reliable communication by reconfirming every message (two-way communication) and every mains powered node can act as a repeater for other nodes (meshed network) in case the receiver is not in direct wireless range of the transmitter

This device and every other certified Z-Wave device can be used together with any other certified Z-Wave device regardless of brand and origin as long as both are suited for the same frequency range.

If a device supports secure communication it will communicate with other devices secure as long as this device provides the same or a higher level of security. Otherwise it will automatically turn into a lower level of security to maintain backward compatibility.
