Unstable communication with a razberry2 (blue card) and pi4.

Hi there.
I have installed buster on a pi4 and zwave.me to it. The communication seems to be stable, using a 14 units setup it most of the units included into the device to be dead. Meshing does not work and it seems and im having problem including more devices. I have tested with multiple pi4's and multiple razberry blue cards with the same issues.
I have tried disabling bluetooth adding the following to /boot/config.txt
dtoverlay=disable-bt
enable_uart=1
I have also tried different version of zwave.me:
3.1.0
3.0.6
Event tried degrading to 2.3.8.
When testing the same on a pi3b+ it all works as supposed to.
For some reason I just can't get it to work.
Other information:
I have tried updating the firmware on the pi4 using rpi-update and I have installed the latest boot firmware to be able to boot a pi4 using USB boot following this instructions:

Anyone here that could give me some guidance on how to debug why the communication is working so bad?
