I run a Pi3B based on the complete SD Card image of Raspbian Buster including Z-Way software and various other tools from the latest razberry-3.0.1_buster.img.
Running Z-Way 3.1.1 without problems!

Is there a need to update Raspbian Buster to latest minor version?
And what's the command?

I would say if its working on Buster. Leave it alone.
Maybe go for a z-way update when 3.1.3 is available.
