FOUND THE ISSUE -the system is expecting mosquitto v1.6 and + but the installed version by default is 1.5!!!
The solution is to follow the manual installation of the latest version here:

Sorry for the inconvenience. We have made our home work and are now testing the new v3.2.1 that is fixing errors introduced in v3.2.0. For the test purpose (while it is not in the repository yet) please use two commands:

Have similar issue. Thought it was a bad Micro SD card until I saw this thread. Virtually lost control of all my Z-Wave devices now,
Considering moving to a new Raspberry PI with fresh installation, but unable to create backup without the web interface working...

Had to upgrade to Buster but everything now works perfectly.
