Broken zwave network

I think I may have bricked my Z-Wave network.
I had about 30 devices connected to my controller, but something seemed off. I was no longer able to properly include new devices. After extensive troubleshooting, I made the decision to hard reset my controller several times, even though I know this is generally not recommended.
Now, I'm in a situation where "Exclusion" no longer works. Regardless of which controller software I use (Z-Way Server, Z-Wave JS UI), the exclusion mode almost immediately ends with a message saying that the exclusion is complete (Node 1!). It seems like the controller is attempting to exclude itself from the network.
I even purchased an Aeotec Z-Stick 7, but it shows the same behavior: when enabling exclusion mode, it completes almost immediately. Why is this happening? Could one or more of my devices be causing the issue? Is my only option now to manually reset all my devices?
I was hoping to simply exclude and re-include them one by one. However, if I have to reset all of them first, I’ll need to open numerous wall switches. I can’t leave them open until I’ve reset each one, so I’d end up opening them twice.
Any other suggestions?
