RaZberry 7 Pro defective?
If no LEDs are blinking on powering RPI does it means Razberry 7 board is defective?

My understanding is that Z-Wave.Me firmware will blink the LED when the application layer firmware starts running. There's a chance the board is not dead, but simply has bad firmware. You can try to reinstall the Z=Wave.Me firmware over a serial port by following the instructions here: https://z-wave.me/support/controller-tools/
Note that you'll need a TTL-level USB serial adapter (set to 3.3V) to connect your PC to the Razberry 7 pins. Connect power (pin 1), ground (pin 6 or pin 9), Tx (pin 14) and Rx (pin 15), where Tx connects to Rx on the serial adapter and Rx connects to Tx on the serial adapter. If you do not see communication on the serial port from the Razzberry 7 card, then you likely have a dead board. There are many reasons this can happen such as flashing with non-Z-Wave.Me firmware (Z-Wave.Me uses a custom bootloader), exceeding the 3.3V power and a defective board. Sometimes it could be a power issue or a loose connection.

After changing RPI board, my Razberry 7 Pro works as it should.
No LED turned ON / blinking is OK.
