Is my assumption correct that the xml files like scales, thermostatModes do directly reflect the Z-Wave standard? And as a consequence if I define a thermostat mode on the basis of this xml, my command is compatible with all thermostats that implement that mode.

No. All the XML files in translation/ folder are used only to translate numeric values into strings. It does not influence the support of new modes at all.
