Maybe useful, maybe not, but I am experiencing a similar "duplicate packet" info problem on my installation of a Razberry. I've documented the troubleshooting thread here:

It's not using Z-Way, but I do get the issue you state where in Z-Way device statuses don't update when they change. I have to manually update most of the time.
