Have you given a thought on having a Ethernet version of the RaZBerry. I can just connect it to my router and I am ready to go (some what similar to the Philips Hue controller). The Z-Way server could be running on the device itself (with all the existing features and functions, up-gradable using the web UI) and I could run the HA server on PC, Mac or any other hardware.

Not sure what you meant by "running HA server on other computer".

HA is just a set of either server- or client-side JS. The former run inside z-way-server, the latter are running in your browser. Taking the server-side scripts (if it is what you've meant by "HA server") away from z-way to another computer is pretty much impossible, because wouldn't be reliable at all, and controller stripped from its automation features is quite useless.

Isn't Rasbberry Pi with RaZberry board just like you've described? You connect it to your router with Ethernet cable, and have an instant access to its UI.

We also considered making a router firmware with z-way on board, so you just connect Z-Wave USB stick into it and get a HA server. But I don't know the status of this, ask @PoltoS.

Raspberri Pi + RaZberry is essentially same but having an integrated module my reduce the cost.

I was thinking of something even more compact. Not sure if this http://www.ti.com/product/lm3s6432 is the right IC but using something similar.

By the time you add the required support chips, input/output connectors, and psu you won't get much smaller than a Raspberry Pi (Especially if you go with the Compute module!)

We are planning to release a new Z-Box/Z-Way in router formfactor. But no reasonable ETA yet ;(

I think that is a different product. IIRC it is the client software for the (almost?) discontinued Z-Cloud service

With announcement of Apple Home Kit, this idea makes even more sense. Imagine a device like Philips Hue Controller (with just power and Ethernet port), talking Z-Wave on one side and exposing Home Kit API on other side will enable all the existing devices in my z-wave network visible in Home Kit application. If we do not have such an implementation, z-wave world will be left out from apple ecosystem. Even if we still feel there is no need for such a device, extending Z-Way server to expose Home Kit API's would be a great idea. That way I can use Home Kit along with my RaZberry + Pi hardware.

Any thoughts?
