Can someone tell me if it is planned to be released a new razberry card with Z-wave plus compliancy?

Yes, we're now making final fixes before Z-Wave+ certification.

Have you an idea of the release date?
I assume I'm not the only one to hesitate between waiting for a new Zwave + compliant Razberry card or buying the current one without compliancy...

This fall, most likely. PoltoS should know better.
Anyway, most of Z-Wave+ features are implemented in the software, so it doesn't really matter if you use it with current card (gen 3), or with upcoming one (gen 5). The only Plus-required feature (I can think of) currently unsupported by firmware is PowerLevel, but it is not really that critical.
So if you can imagine your life without PowerLevel, you may buy the current one.
Otherwise you'll need to wait a couple of months.

Very soon, I believe.
The first batch was already manufactured

There's a good chance 5 gen RaZberries will be in stores starting November.

Does it make sense to rush for the 5 gen RaZberries if one only has 3 or 4 series other devices?

I don't think so. Even if you get 5th gen devices, the 2.0 software supports most of ZWave+ features, except PowerLevel tests (they're missing in firmware).
Although PowerLevel is mandatory for ZWave+ certification, but it is actually not necessary for everyday operation.

Well, 5 gen still adds some features:
1) SUC/SIS for your old devices will be usefull (was not in 3rd gen RaZ)
2) Faster communications with FLiRS
3) As stated by @pofs, PowerLevel and some other features are added.
4) ability to use 5th gen in future with higher communication speed
5) Finally increased TX and better range
But all this except of the last item is not really important
