If I define a rule that acts on a scene, will it then still act also on the change of one of the conditions only?

My scenario: 1) Any time if the window of a room is opened, the radiator should be shutdown. 2) If the window is open, a scheduled heatingOn command should be prevented/overruled

Act on defines when to run rule condition test: on change of any device mentioned in the condition and/or on scene triggering.

Condition test is used to understand if Action is to be executed or not.

Action is what to do if condition is true.
