I setup a Raspberry Pi B+ with a Razberry.
And performed the setup instructions according razberry website:
http://razberry.zwave.me/index.php?id=24

When I powerup, I see the LED on the Razberry board light up for about 1 sec, that looks good.
I go to <raspbaddress>:8083 and select expert UI.
There I select network-->control-->device management
and try to include a switch, but it is not getting included.
During inclusion the red LED on the Razberry board is on.

I tried this with a Fibaro switch (push 3 times) and an Aeon Labs switch,
but both without result. Both switches have worked fine in another setup before.

Did I skip a step, or is there anything I can do to debug ?

Thanks, that solved the issue !
However it does not seem a very logical way of working to me...

It's just because someone else included it before. If it would be in factory default, it would be included normally without exclusion needed
