Is it possible to change the z-wave wireless power level?

In expert view I have the option of Power Level but I get the Error: Method not implemented devices[1].instances[0].commandClasses[115].Set(5,0). Maybe there is other way to change this value?
Moreover there is -9dBm by default. Is it the strongest signal or the weakest?

You have to select the node Id. But this will not last long - after powercycle the node will have same power level again.

Why do you want to decrease it? By default this level is the maximum one
