Have you tried a power cycle yet ?
sudo shutdown now
Then turn the power off for 10 seconds.

I tested it on 3 different PI. The same result everywhere.

The red light is on all the time.

I tried a downgrade with ZMESerialUpdater, but that didn't work.
With ./ZMESerialUpdater serialapi_uzbupdate -d /dev/ttyAMA0 it show all time the same version.

I did a downgrade with:

./ZMESerialUpdater serialapi_uzbupdate -d /dev/ttyAMA0 -f UPD_FIRMWARE_Razberry_STATIC_2ch_ZME_05_24_04000002_ZME_05_1b_04000002.bin

Now i try:

Update from 5.27 to 5.32
wget https://service.z-wave.me/expertui/uzb/ ... 000002.bin (OK)

Than:
Update from 5.32 to 5.23
wget https://service.z-wave.me/expertui/uzb/ ... 000002.bin (OK)

Than:
Update from 5.23 to 5.22
wget https://service.z-wave.me/expertui/uzb/ ... _05_16.bin (Fail)

Ok, now i see no way to get back to 5.22.

you said.
Than:
Update from 5.32 to 5.23
wget https://service.z-wave.me/expertui/uzb/ ... 000002.bin (OK)

5.23 is good
if that doesn't work, then you need to look at a complete re-install or a replacement z-way device.
