FWIW: In the recent days I did observe many code changes related to license handling in Expert UI on Github.

They are not dead. They are making a very critical addition to the software, i.e. the option to upgrade firmware. One can not just release a half ready version for playing inthis case. It might kill devices if it goes badly wrong.
So I guess that is why they are taking so much time this round.
