Moving RaZberry between pi (can't see nodes?)

I have the RazBerry working on a pi3 just find (no z-way installed - using zwavejs2mqtt in a docker container).
I moved the SD card and hat to a pi4 and while the software recognizes the serial port is installed, it gets no node data from the RaZberry.
Move it back to the pi3 and it is aok.

The serial port is /dev/ttyAMA0 on both PI.

Is the board in someway locked to the hardware it is first installed on?

(i was doing this to see what happens if a pi fails and i need to swap to a new pi).

Turns out one has to turn Bluetooth on the pi4.
