Razberry z-wave controller Help

Greetings

I recently purchased a Razberry Z-wave board and can not (add) a device.
I tried to add a GE CPLGSTDBLW1 power outlet, but the software times out and cannot find the device. Is the GE outlet not compatible with the Razberry z-wave controller?
If The GE outlet is not compatible what devices are?
If this GE outlet is compatible why does the controller time out, not finding.
When I try to find (enable) the GE outlet the LEDs on the controller light up but the software times out.please help

Make sure your RaZberry is on US frequency. Also make sure it is a US hardware and not from EU. You can turn EU hardware on US frequency, but range will be about a meter
