In looking at https://service.z-wave.me/expertui/uzb-stats/versions-graph.html?hw=277, the bootloader filename is: UPD_bootloader_UZB500_from__05_17_to_9D04.bin (which you already knew). This is a point of confusion. The filename uses hex digits and the UI uses decimal digits. You already have the most recent firmware (0x17 = 23 decimal). I’m encountering the exact same thing .
I also encountered JP frequency switch issue ( from EU) during the upgrade journey before being stuck with boot loader 29304/7278.
