If the port is open and you can't open it, check your firewall settings and that you are in the same network with the Pi. The firewall is set up correctly/working as intended with my previous img of z-way v2.3.7 and sporadically worked on the v4.0.1 update then port 8083 closed(!) - the ins and out...

I ran wget -qO - https://storage.z-wave.me/RaspbianInstall | sudo bash again and cleared browser caches (firefox and chrome). i have no idea why it was not behaving but now all is good!
