Installing Z-way server in my home PC

Hello everybody,
I saw your documentation about Z-Way API (http://en.z-wave.me/content/z-way-api) and I would like to know if it is possible to install Z-Way server alone in my home PC and talks to it by myself.
I am also especially interested to be able to control my Z-wave devices at home even if the Internet connection is not available.
