Please use Z-Way. The ZMESerialUpdater does not yet support RaZberry 7. We will publish a new one soon.

Aha, the answer I've been looking for... sort of.
I think I may have unwittingly bricked my new RaZberry 7 Pro by trying to restore NVM. I've been trying to use ZMESerialUpdater to restore the firmware, but of course have been getting the same error as @zwavenoob.
I've spent HOURS looking through documentation and forum posts to see how to manually upgrade the firmware, and of course all I ever see is "use Z-Way." Well, Z-Way sees it, but stumbles on certain actions with the RaZberry 7 Pro, so it basically gives up on trying to use it, and thus, Expert UI just doesn't see it.
I believe I can rescue it, but it has to be done outside of Z-Way, I think. @PoltoS said "We will publish a new one soon," but that was over a year ago, and I see ZMESerialUpdater still doesn't support RaZberry 7 Pro.
Is there any way possible to manually write the firmware to a RaZberry 7 Pro?
