You can get a Raspberry Pi + Z-Wave usb stick and run the controller (zagent) on that.

I do have Z-agent running on my Synology box.
The discussion here is about the upcoming Z-box which has more or less the functionality of Z-Cloud. With the Z-Box you are independent from flaws in the internet connection to a centralised controller.
