Control from PC or phone

Hi, I'm new in Z-Wave, therefore sorry for my question. But I want ask if I have Z-UNO and four relay arduino module I can this module control from my phone like in example ,,FOUR POWER RELAYS"" without central controller or not?
If I can, please tell me how I could do it.
Thanks Friends :). Please help me because I will do big project with Z-UNO and Z-Wave items ant my project is named "Smart audience". In the future I will be presenting this project in Z-UNO forum :)

Your PC need to have a UZB dongle (means become Z-Wave controller). The phone do not have Z-Wave, hence no way to work w/o a controller at home - only via controller

I thought that the Z-Uno is as a controller, and I will be able to connect to it.
This Z-Uno is a plug-in, you can connect to the Z-Wave controller, and then use the Arduino accessories, as well?

Z-Uno is a slave(like any other relay module/sensor/ etc.) in the terms of Z-Wave network, so you need a Z-Wave controller between Z-Uno and your PC/phone.
