1. Yes, the backup allows to restore to any other UZB1 or RaZberry hardware your full network
2. In theory yes. You need to construct the backup file manually and restore it. But this is quite some work and depends on your software (security key is stored outside of the stick). But all this is a very special task with no simple solution.
