Can RaZBerry be used to create custom modules/sensors?

I was wondering if its possible to use a RaZBerry to create a custom ZWave module or sensor (so be a device on the network rather than be a controller).

Don't think so. You could use Z-Uno for that, or consider Fibaro Universal sensor
