Android app with UZB

I'm trying to develop a android app to make my set-top box into a z-wave controller. Now I have an UZB and a set-top box with USB port. But I haven't found any similar app for now . So I'm wondering if anyone has done this before ? And if the sigma designs SDK will give me an easy access to this?

PS: I am setting up the Z-Way on Win 10, and it keeps poping up "unable to load data", like the sreenshot, can anyone help me with it?
